JFK made a speech to congress in which he said, "I believe that this nation should commit itself to achieving the goal, before this decade is out, of landing a man o the Moon and returning him safely to the Earth" JFK doesn't mention NASA or a space craft, so the idea is that Apollo sees this broadcast and decides to that he's the man JFK speaks of.
